Sam Olens, the Republican chairmain of the Cobb County Commission, picked apart Glenn Richardson’s tax plan today. Here’s an excerpt:

The basic tenets of this proposal…undermine “home rule,” granting much control to the General Assembly in determining the levels of services local governments ought to provide its citizens. If Richard’s House Resolution 900 / “The GREAT Plan” passes, the General Assembly will adopt a formula for determining the revenue available to each and every local government….

He then throws out several rhetorical questions that make clear what the proposal is: a power grab designed to force local governments to cede all local control of their revenue to the Legislature. In other words, Glenn Richardson missed the class where conservatives were taught to embrace local control.
